Effingham Chamber of Commerce Ambassadors helped Charlene Kilgore open her family hair care salon, Cuttin’ Up, located near the new Harvey’s in Springfield. The shop will be staffed by owner, Kilgore along with Shannon Williams, Amy Morgan Sanders and Danielle Stone.
