Frails’ duties will include leading and supporting a culture of health in the Savannah area by creating an environment that makes a healthy choice. Additionally, as a member of Healthy Savannah’s and the YMCA of Coastal Georgia’s Racial and Ethnic Approaches to Community Health (REACH) team, Frails will be responsible for helping foster sustainable health equity among racial and ethnic minority populations. His duties include supporting the organization’s efforts to increase physical activity, better nutrition, and reduce chronic diseases.
“We are so pleased to have Devin on board,” said Armand Turner, deputy director. “He will help bring an insight about developing a healthier lifestyle to those in Savannah’s priority populations who may not be able to access or afford mainstream fitness programs.”

He is a graduate of Brewton Parker College with a Bachelor of Arts in Communication. Frails was twice honored as the City of Savannah’s officer of the month.
“Being in this new position is amazing,” said Frails. “I get to talk to the community about what their idea of a healthy lifestyle is and how to bring healthy choices to the ones in need. Generator program announced by Water Utility Management
Water Utility Management, LLC (WUM) has announced the details of a generator installation program to ensure continuous services at all 40 water-system well sites serving residents and customers in Effingham County during power interruptions.
In late September Hurricane Heléne slammed into Effingham County as a tropical storm, toppling thousands of trees and knocking out power to vast areas of the county. This major power outage impacted Water Utility Management’s Effingham systems, and back-up generators were inadequate to maintain the systems. As power was restored to the community, WUM systems returned to service with each system being tested and approved for use, enabling it to gradually lift a “Boil Water Advisory”.
“We are now installing back-up generators at every one of our sites, system wide. The cost for this service reliability upgrade is upwards of $6 million for our 270 water systems and lift stations” said CEO, Mark Smith.
New generators will begin arriving in January 2025 and will be installed as soon as possible, according to company COO/VP Ray Harrington.
Water Utility Management is the largest private water utility in Georgia, serving 33,000 homes in 17 counties in Southeast and South Georgia. All water systems are regulated by the Georgia Environmental Protection Division.
